Feedback from users indicated that they want to deactivate an SPG that has no active registrations. This includes if an SPG is associated with a removed registration.

Refresh search functionality

Consultation with Motor Dealers highlighted the fact that a number of users are conducting multiple searches over the same VIN checking for a PPSR registration to be removed so they can sell a vehicle.

This enhancement will allow users to refresh their search result to see if the PPSR registration details have changed, allowing them to perform a new search to get the new information once available. The refresh period is configurable and is currently set at 14 days.

Options being considered:

  1. Register currently ensures users enter 17 characters, but no validation on VIN prior to search or registrations being performed.
  2. Allow users to find a vehicles VIN by entering the registration plate and state the vehicle is registered in.

Users would be alerted to potential errors in the VIN prior to transaction being completed.

Allow users to complete a Motor Vehicle search without knowing the VIN.

This would also help to reduce complexity of search and registration pages.

HIN validation for searches for watercraft

Currently there is no validation on the HIN field when searching.  New functionality would provide a message to users if they enter a serial number which does not meet normal HIN standards.  Users can confirm and proceed, or amend the HIN.

Currently users are unable to reissue a verification statement for a registration which has been discharged.

This includes:

  • Ability to have tokens and verifications statements emailed to different addresses

Account customer preference labels will be improved to make it clear that SPG access codes and registration tokens can be sent to both the email address and B2G Mailbox specified in the secured party group address for service.  The default is set that notifications are only sent to the B2G Mailbox. The user then will have the option to have the notifications sent to both email and the B2G Mailbox. 

Provides a clearer explanation of how the function works, thereby reducing confusion for users.

Alert notification

Give B2G clients the ability to create, amend and receive alert notifications through the B2G channel.

Provides consistency of functionality across channels. Enables B2G clients to build functionality which would allow their users to be notified of any changes to the PPSR in connection with a particular organisation grantor identified by ACN, ARBN or ARSN.

Allow changes that are not required to be reflected on the Financing Statement, and deemed ‘administrative’, to have a change number/type that will not trigger the generation of a notification

Current functionality allows B2G accounts to link to a Secured Party Group (SPG). This is for administrative purposes, allowing the B2G to determine how notifications will be sent (i.e. to the B2G account or to the Address for Service). When you unlink a B2G account it triggers a change event in the PPSR, which creates a new Verification Statement showing the B2G account number that was removed or amended.

There is no requirement for a B2G account number to be shown on a verification statement or for it to be refreshed if there is a change.

In an instance where a B2G client has been managing an SPG, and transfers its management to another party, the transaction would be completed without triggering verification statements and change numbers. This would avoid the need to update the change numbers in the client’s system.

B2G ability to transfer multiple registrations from 1 SPG to another, without having to transfer all

The functionality introduced in R3 for Web UI users will be made available to B2G users (see below).

At present, B2G achieve this by processing batches of ‘transfer single’ registrations. ‘Transfer multiple’ will reduce the impact on processing transfers and generate a single verification statement for the change event.

Authentication for all registration transactions

Currently casual users are able to perform registration transactions without authentication. Changes to permissions will mean any transaction associated with the registration process (creating a SPG; creating, amending or discharging a registration) can only be performed by an account user.

Improved authentication reduces the risks associated with vexatious registrations.

Search certificate and Verification statements

Changes in wording will be made to search certificates. Any B2G users generating search certificates and verification statements must update their templates to ensure that notifications are in the approved form.

Where no PPSR registrations have been returned in the search, the statement on the search certificate has changed to: “There is no security interest or other registration kind registered on the PPSR against the <organisation grantor identifier / individual grantor / serial number> in the search criteria details.”

The updated templates provide for a ‘Registrar alert’ label, accompanied by descriptive text (where applicable).  This will allow the Registrar to display important information about certain registrations.

Revalidation of email address for SPG

Introduce a second email address field to guard against typographical errors.

If a user enters an incorrect email address, they will not receive important emails, e.g. SPG number and access code, verification statements, tokens. This email address is the address for service of registrations. If it is entered incorrectly the Secured Party is unable to receive email enquiries regarding their registrations. This change will help safeguard against these situations and reduce the need for users to contact AFSA for support.

Quick Motor Vehicle Search – Resend Notification

When conducting a Quick Motor Vehicle Search, users can enter their email address and have a copy of the search certificate and invoice emailed directly to them. At completion of the search, users will now have the ability to resend the email to an alternate email address.

The additional email address field can be used if the incorrect email was entered at the beginning of the search, or if users require a copy to be sent to a third party.

Create a new role for account users which provides the ability to search and register without having access to ‘manage account financials’ functionality

For an account customer user to perform a search, they must have the “Manage our Account financials” role. This role also allows them to see and amend financial details including payment method (PAYG, Pre-pay), financial information, enrol credit card view account balance, credit limit and discount.
