Data integrity at work

As discussed in previous blogs, data integrity is key to having a reliable register which supports user confidence.

Preserving the integrity of the data on the PPSR requires both reactive and proactive approaches. We use the amendment demand process, (discussed in my March 2018 blog post) to manage reactive requirements, however a proactive approach needs to be based on a considered, forward-focused plan, which identifies priorities, time frames and resources.

In 2015-16, AFSA established a Data Integrity Working Group to monitor, analyse and make recommendations to deal with data integrity issues.

This Group was responsible for operationalising the maintenance fee provision to deal with registrations that didn’t appear to serve any useful purpose. Use of this provision has resulted in approximately 114,000 redundant registrations being discharged.

In 2016–17, the Group focused on migrated data. Through our proactive approach, over 10,000 redundant migrated registrations were discharged over the year.

Our collaboration with stakeholders and users has enabled us to further formalise our approach to proactive data integrity activities. As a result, we’ve identified a range of tools which include:

  • Expiry - sometimes the issue will resolve itself naturally as the registration will expire.

  • Education and training – often a secured party is not aware that the registration they have created is erroneous.

  • Administrative support – for users who do not use the PPSR regularly, the process of finding, claiming or discharging registrations can seem daunting. By introducing processes to better support users, we’re able to assist with the amendment or removal of redundant and erroneous registrations.

  • Software functionality – as we identify data integrity issues, we’re able to consider software enhancements that will reduce—or ideally stop—specific data integrity issues moving forward.

  • Registrar decisions – there are a number of options available, including the amendment demand process, the request for removal and the maintenance fee.

The Group has provided a list of known data integrity issues to AFSA’s PPS Stakeholder Forum members for comment. Each data integrity issue has a number of recommended actions to address the issue. This can be found on the Stakeholder forums page.
