AFSA is strengthening security for Personal Property Securities Register (PPSR) users by introducing mandatory multi-factor authentication (MFA)  for all users who log in via the PPSR website from 1 October 2026. MFA has been available on an opt-in basis since 25 June 2026, giving users time to activate and become familiar with the new sign-in process before it becomes mandatory.

This important uplift improves cyber security for the PPSR and its web account users by reducing the risk of unauthorised access.

 We encourage all users to activate MFA as soon as possible, so you are ready ahead of the mandatory implementation date and can continue using the PPSR without interruption.

How your feedback is shaping improvements to search certificates and verification statements

Thank you to everyone who has provided feedback during our workshops on PPSR search certificates, which are issued when a search is conducted, and verification statements, which are issued when certain registration events occur on the PPSR.

Your feedback and user testing have identified opportunities to improve how information is presented. We're using these insights to update search certificates and verification statements with clearer language, improved layouts and a more user-friendly design.

These changes will make key information easier to find and understand while continuing to meet privacy and legislative requirements.

 

 

 

 

How we’re strengthening the integrity of the PPSR

The integrity of the PPSR is critical to the effectiveness of Australia's credit system. By providing accurate, reliable and up-to-date information about security interests in personal property, the PPSR enables lenders to assess risk with confidence and make informed lending decisions. A trusted register supports transparency, reduces uncertainty and helps maintain confidence across the broader financial system.

Regulatory Action Statement: 2025-26 outcomes

AFSA’s 2025-26 Regulatory Action Statement focused on encouraging the timely discharge of registrations that were no longer valid, with an emphasis on reviewing non-end-dated registrations. This work helps ensure the PPSR contains current and reliable information as outdated registrations can clutter the register and incorrectly suggest a security interest still exists.

Our engagement activities with major secured parties last year delivered significant outcomes, resulting in the removal of approximately 195,000 additional non-end-dated registrations, an increase of about 280% compared with the previous year.

Through this process, some financial institutions identified weaknesses in their internal registration oversight and commenced remediation activities to strengthen their PPSR practices to ensure registrations are removed in a timely manner.

These outcomes demonstrate the value of collaboration between government and industry. By working with stakeholders to improve data quality, we continue to strengthen trust in the PPSR and support a more transparent, reliable and efficient marketplace.

Thank you to all stakeholders who engaged with us during this process and contributed to ensuring the PPSR more accurately reflects the status of registered security interests.

Regulatory Action Statement 2026-27 expansion

Over the coming year, AFSA will continue supporting secured parties in undertaking voluntary reviews of their registration portfolios. We will also expand our efforts to improve the accuracy and integrity of the PPSR by:

  • increasing outreach to encourage more secured parties to review their registrations and remove those that are no longer required
  • considering additional compliance measures where secured parties choose not to engage with the voluntary review process
  • broadening our focus to address other categories of invalid registrations.

What are invalid and out-of-date registrations?

Invalid and out-of-date registrations can arise for a range of reasons. These include:

  • historical data issues
  • changes in business structures
  • lack of administrative oversight or prioritisation.

As part of this work, we will also improve the quality and accuracy of legacy records migrated from multiple Commonwealth, state and territory registers into the PPSR when it was established in 2012.

What you can do to help

Maintaining an accurate PPSR is a shared responsibility. We encourage all secured parties to consider:

  • Do you regularly review your PPSR registrations?
  • Do you have processes in place to ensure registrations remain accurate and up to date?
  • Are registrations being discharged when they are no longer required?

An up-to-date and accurate PPSR benefits everyone who relies on the register and helps ensure it continues to support confidence in Australia's personal property securities system.

New fact sheet released: understanding intangible assets and the PPSR

Do you know how to protect your business’ ideas and intellectual property?

We recently published a new fact sheet on Intangible Assets designed to help small business owners understand how the PPSR can be used to protect certain intangible assets, including intellectual property, when they form part of a commercial arrangement.

For example, if you license your brand, software or other intellectual property, you may be able to register a security interest on the PPSR to help protect your rights.

The fact sheet explains:

  • when a PPSR registration may be relevant
  • why protecting your interests matters.

Inside our latest PPSR Technical Engagement Forum

The PPSR Technical Engagement Forum was held on 24 August, bringing together stakeholders for updates on recent and planned enhancements to the PPSR, followed by an interactive Q&A session. 

AFSA’s Cyber Security Lead outlined the cyber security measures being implemented to strengthen the PPSR and enhance protection for users.

Participants also received updates on several key PPSR initiatives, including the introduction of MFA for web users.

 

 

 

 

 

 

June quarter 2026 PPSR statistics released

The latest quarterly statistics report, released on 25 August, provides insights into PPSR activity for the June quarter 2026. During the 2025-26 financial year, the PPSR recorded 13.68 million searches and supported more than 10.68 million active registrations.
