Industry engagement

The Australian Financial Security Authority (AFSA) is committed to working closely with a wide range of user and industry groups. Our stakeholder engagement for the Personal Property Securities Register (PPSR) is based on three stakeholder forums that meet on a regular basis.

Each forum operates to distinct terms of reference, having its own specific focus, membership and level of expertise:

  • Stakeholder forum – membership includes representatives of peak industry and business groups
  • Operational forum – membership is open to industry representatives that are closely involved with operational aspects of the PPSR
  • Technical forum – membership includes key technical staff that support different sectors of the economy.

This structured approach enables AFSA to manage different interests and expectations and ensure stakeholders have certainty in the opportunities to raise issues, provide feedback and work collaboratively with AFSA on current and planned operations and enhancements. 

Our work with stakeholders has also been essential in identifying areas of potential misuse that have the potential to impact on data integrity. Stakeholders have played a valuable consultative role in the development of effective solutions to prevent misuse, while also acting as a highly effective channel to encourage users to self-regulate. 

PPS Stakeholder Forum - Terms of reference

Purpose

  • Review operational issues and performance and assist users in understanding how the PPS regime is operating by disseminating key messages
  • Act as a representative body to assist in consulting and providing feedback on proposed practice changes
  • Consider high level suggestions for the future direction of the PPSR including priorities for ongoing improvement
  • Inform future policy development
  • Act as the Cost Recovery Reference Group for PPSR (this function relates to AFSA’s obligations to consult with clients and stakeholders in conducting biennial reviews of fees and charges applicable to the PPSR)

Note: The Attorney-General’s Department will also be invited to attend meetings to enable communication relating to future policy development.

Meeting minutes

PPSR Operations Forum - Terms of reference

Purpose

This forum will provide an opportunity for industry participants to collaborate with AFSA on PPSR operational issues.

Topics will include (but are not limited to):

  • Enable industry to table feedback and raise issues/concerns relating to PPSR
  • Inform future enhancements to the PPSR and associated business practices as well as to provide input to determining priorities for this work
  • Provide AFSA with an understanding of user needs to support user-centered service design
  • Consider release management practices and processes to ensure adequate industry input is received
  • Provide collaboration between AFSA and industry to inform and deliver effective communication across industry sectors

Note: The forum is not a decision making body.

While AFSA will carefully consider any feedback from industry stakeholders, it will not be bound to any particular course of action by the forum’s discussion.

The forum is open to all industry representatives that are closely involved with operational aspects of the PPSR.

PPSR Technical Forum - Terms of reference

Purpose

This forum will provide an opportunity for industry participants to collaborate with AFSA on PPSR operational issues.

Topics will include (but are not limited to):

  • Register performance and functionality
  • Register support processes
  • Future enhancements
  • B2G stakeholder engagement.

The forum will discuss general updates of an operational nature. Specific incidents or concerns should be raised via the National Service Centre.

Bi-annually - and as required in the lead up to Code release

  • Large users of the PPSR
  • B2G users
