Industry engagement

The Australian Financial Security Authority (AFSA) is committed to working closely with a wide range of user and industry groups. Our stakeholder engagement for the Personal Property Securities Register (PPSR) is based on three stakeholder forums that meet on a regular basis.

Each forum operates to distinct terms of reference, having its own specific focus, membership and level of expertise:

  • Stakeholder forum – membership includes representatives of peak industry and business groups
  • Operational forum – membership consists of industry representatives that are closely involved with operational aspects of the PPSR
  • Technical forum – membership includes key technical staff that support different sectors of the economy.

This structured approach enables AFSA to manage different interests and expectations and ensure stakeholders have certainty in the opportunities to raise issues, provide feedback and work collaboratively with AFSA on current and planned operations and enhancements. 

Our work with stakeholders has also been essential in identifying areas of potential misuse that have the potential to impact on data integrity. Stakeholders have played a valuable consultative role in the development of effective solutions to prevent misuse, while also acting as a highly effective channel to encourage users to self-regulate. 

PPS Stakeholder Forum - Terms of reference

Purpose

  • Review operational issues and performance and assist users in understanding how the PPS regime is operating by disseminating key messages
  • Act as a representative body to assist in consulting and providing feedback on proposed practice changes
  • Consider high level suggestions for the future direction of the PPS regime including priorities for ongoing improvement
  • Inform future policy development
  • Act as the Cost Recovery Reference Group for PPS (this function relates to AFSA’s obligations to consult with clients and stakeholders in conducting biennial reviews of fees and charges applicable to the PPSR)

Frequency of meetings

The forum will meet twice each year and could agree to additional ad hoc meetings as the need arises.

Note: The Attorney-General’s Department will also be invited to attend meetings as it is likely that this forum will also raise issues for future policy development.

PPSR Operations Forum - Terms of reference

Purpose

  1. This forum will provide an opportunity for industry to collaborate with AFSA on:
    • PPSR operational issues
    • Release planning, in particular to communicate industry priorities for enhancements to the register
  2. Provide information to the PPS Stakeholder Forum to inform discussions around achievement of benefits of PPS to industry and the Australian economy.
  3. Inform future enhancements to the PPS Register and associated business practices as well as to provide input to determining priorities for this work.
  4. Consider release management practices and processes to ensure adequate industry input is received into the effectiveness of the planned arrangements

Frequency of meetings

Bi-annually - and as required in the lead up to Code release

PPSR Technical Forum - Terms of reference

Purpose

This forum will provide an opportunity for industry participants to collaborate with AFSA on PPSR operational issues. Topics will include (but are not limited to):

  • Register performance and functionality
  • Register support processes
  • Billing and reconciliation
  • Future changes and releases

The forum will discuss general updates of an operational nature. Specific incidents or concerns should be raised via the National Service Centre.
